Zuellig Family Foundation follows a health change model.

Health outcomes of the poor will improve if they are given better access to innovative and targeted health (and non-health) products and services. These will be made available if institutional arrangements are responsive and pro-poor. These arrangements will emerge if the leaders of these institutions are pro-poor and are greatly influenced by the agency of the community. The key in the change model is responsive health leadership.

For this to happen, the ZFF must have a clear understanding of the dynamics of the national health system, and the contribution of the local health systems at the municipal, provincial (LGU) and the regional levels (DOH) to the national health situation.

Given this model, the ZFF has identified appropriate program interventions for every component of the change model.
